Consider joining the SE PhD program of Carnegie Mellon University. CMU has an entire institute and PhD program dedicated to software research with 8 core faculty and 10 affiliated faculty in software engineering (from requirements engineering to software architecture to teams and organizations and to various forms of quality assurance) and several others in closely related fields.
